How Uwchlan Ambulance Corps is Funded
For most people, emergency services only come to mind during a crisis - when dialing 911 is the only option. We are fortunate in this country to have reliable emergency response systems, ensuring that trained professionals are only a phone call away. But what many may not realize is how these essential services - particularly Emergency Medical Services (EMS) - are funded and sustained.
At Uwchlan Ambulance Corps (UAC), we are proud to serve our communities 24/7, but we do so as a private, nonprofit organization, not a government agency. Although our ambulances carry the “Uwchlan” name, we are not owned or operated by any municipality. Our operational funding comes almost entirely from billing, community donations, memberships, and grants - not from tax revenue.
Where Our Funding Comes From
Billing and Insurance Payments
Approximately 54% of our income is generated through insurance billing. When we respond to emergencies, we bill the patient’s insurance provider. However, insurance rarely covers the full cost of EMS services. For non-members, we must bill patients for the remaining balance - this is known as balance billing.
Annual Membership Drive
Around 31% of our revenue comes from our annual membership program. Residents are invited each year to join UAC. Members who require EMS services will have their insurance billed, but any remaining out-of-pocket costs are waived. UAC also participates in reciprocal agreements with neighboring ambulance services to extend these benefits across service areas.
Township Contributions
Some of the municipalities we serve provide voluntary contributions. These donations account for about 5% of our annual funding and are typically proportional to the number of calls we respond to in each township. However, economic challenges have led some municipalities to reduce or withhold support.
Grants and Other Revenue
We pursue state, county, and federal grants, though these are unpredictable and usually represent less than 7% of our annual income. UAC has historically not applied for Fire Relief Funds, as doing so would reduce funds available to local fire departments. Additional income comes from training programs, investments, and private donations.
How We Use Our Funding
All of the funds we raise are reinvested into the organization to support our operations, maintain readiness, and prepare for the future.
Personnel and Staffing
UAC staffs multiple Advanced Life Support (ALS) and Basic Life Support (BLS) units across our coverage area. Payroll and benefits account for approximately 64% of our annual expenses.
Equipment and Supplies
EMS is an equipment-intensive field. Outfitting a single provider with uniforms, protective gear, and tools can cost up to $2,000. Our EKG monitors exceed $35,000 each, and stretchers cost over $25,000. Approximately 17% of our budget supports medical supplies, training, and equipment.
Facilities, Operations, and Administration
Another 12% of our annual budget supports loan interest, legal services, billing management, and our membership drive. Building maintenance and capital improvements account for an additional 12%.
Volunteer Support
Our dedicated volunteers play a crucial role in keeping costs down while expanding our capacity. Volunteers help with EMS coverage, training, event standby, bike teams, and emergency deployments. Their contributions save thousands of dollars each year and embody the true spirit of community service.
Preparing for the Future
Financial stability is essential to our long-term mission. UAC operates with a disciplined financial strategy, saving regularly for future needs such as ambulance replacements (which can cost over $300,000 each) and potential expansions to serve growing populations in the northern parts of our coverage area.
We maintain reserves to offset unpredictable fluctuations in insurance reimbursement and operating costs, ensuring continuity of care even during financially difficult years.
